Picture quality depends on the source channel or title, the player and device, and the connection. Not every stream is available in every resolution.
If the current playlist offers another quality, testing it may help troubleshoot playback. An improvement at a lower resolution does not by itself prove a network problem. Ask support for the current availability and quality of a specific channel or title.
